When the war on poverty was announced in 1964, the majority of images of poor that were presented to Americans through TV and in magazines were images of white rural families. By 1968, that had completely changed. The vast majority of images in magazines and on TV that displayed poverty were images of urban blacks, not rural whites. And that changed America's attitude. Even though the majority of people in poverty in America are still white.
