Japan's new law now sets a limit of two asylum requests to down from unlimited. If both requests are rejected, the authorities can deport asylum seeker back to their home country. However, there is a possibility for a third request if the seeker has a reasonable cause. Japan allows people in on humanitarian grounds without calling them refugees.
