The Limits of the Made in China 2025 Program

The Made in China 2025 program did only start in 2015. But still, even with a couple of years' worth of data, would we have expected the impact on patenting to show up? You can make the case that there's innovative capability being built here and it just hasn't yet showed up in the data. What's also true is that we're only capturing direct subsidies.
