2.2 million New Yorkers live in rent-stabilized housing, where the rent does never go up in extreme ways. In Florida, there are five times the number of houses valued at less than $100,000 than above $750,000. Outside of downstate New York, New York State is hollowing out. Policies that New York City might be able to sustain have been fatal for Rochester and Utica.
