Do We Need to Focus on Resilient Strategies?

Arms races, tragedy of the commons and climate change are all global issues. Global co-ordination is key to solving these problems - but it can't be done on a national scale. We have not been able to keep one new technology that has emerged from creating an arms race. It was just unbelievable going through the past year and a half, two years, seeing this incredible opportunity,. kind of whol ear thinking. And yet it didn't happen. Do you have any idea why, why this seems to be so impossible?
