Is China a 21st Century Model of Non-Proliferation?

The US has taken actions that have been taken by the US itself. It seems like it's sort of a 21st century version of what was being done as non-prodiferation technology sanctions. Here the success of any semiconductor enterprise will depend on commercial use cases finally. I see attempts of industrial espionage targeted poaching, some amount of domestic innovation going up.
