The European Monitary Was a French Idea
The european monitary was created against this narrow economic background. It wasn't really a german idea. The french wanted it in order to deal with this economic mechanism and get out of the problem periodically devaluing the frank. That was very painful for franceand an italy when they had to do it, because that has costs for the working class and for capital domestically. So that was the reality of europe as germany emerged as the leading industrial power.
