When people want to consume more than can physically be produced in that time frame, oh, we've got a bunch of inventory that we carried from the past. It helps match demand over time without needing unnecessarily high capacity. The Biden administration comes along and says, "We're going to force you at gunpoint to bulk up your Inventory"
