Is the Person of Peter the Rock of Matthew 16 18?

The consensus of new testament scholars since the 19 seventies has been that the person of peter is the rock of matthew 16 18. Or is it just that as scholarship progressed, the one side just began to have a kind of dispositive weight on it? And so there was already a tradition among the jews, even during the time of jesus, and iconsistently afterwards were they ferred to abraham as the rock.
