An increasing number of states are pursuing capacity for siber operations right to pursue their own interests and objectives. One of the key tools that you use, particularly in this state to state concept, is building a framework. You set up lines where you say, these are things that we don't want others to be engaging in of a particular type. And also hopefully begin to identify legitimate responses in the event that that occurs. It sort of deterrence by denial. But there's a fair amount of question whether or not you can really credibly do that in cyber space.
