The United States has no legal authority to seize Russian central bank assets. A 1977 law limits the U.S. government's ability to vest or seize foreign assets. After 9-11 attacks, Congress did go back in an uncertain exception that does allow for the seizure of certain assets. But it raises a lot of other big policy and legal questions.
