The Importance of Political Constraints in Russian Culture
If Russia could hand over two-thirds of its landmass and keep a large chunk of what we think of as Western Russia, I think it would develop a lot faster. But that's exactly what will not happen. The Russians don't properly develop Vladivostok. They don't probably develop the Russian Far East. And so recreating the state capacity while also promoting greater economic diversity is one of the great challenges for Russia.
