There were certain policies baked in to this post war settlement, the understanding that government policy would aim towards full employment. And along with those policies also public services paid for through progressive taxation often very high at the upper tiers. The seventies are seen, least in retrospect, as a time of disillusionment and new fractures produced by social and cultural change. For instance, health insurance still being tied to one's employment status and employer.
