The good is synonymous with the exception. The best things will be the rarest and most expensive, the most hard to attain. And so Nietzsche is very subtly pointing to the ways in which the master morality still sort of exists within our brains. That's why I spent so much time on that preface because it's so important and informative to understanding the whole of the rest of this work.
