Are the Electrochemicals Creating the Thoughts?

We don't know what does it take in terms of electro, electrical or electrochemical activity to generate consciousness. That's problem number one. Problem number two is, if I want to move my arm, I think I'd like to raise my arm. And so how is it that my mental state translates into the physical movement of the arm? Is that mind ever matter somehow? It may be something right down at the quantum level. We really don't know.
