Now there is a big conspiracy and a cover up that happens but it's the cover up that's the crime. They were testing the nerve gas in an area that was completely unpopulated. However, there was 10 minutes where the valve was was on open. When it should have been closed. The actual crime that actually ends up killing people is a legitimate mistake that happens and they do a really good job of explaining that.
