Is Russia Going to Have Its Time Again?

The Russian army was supposed to have been completely reformed in the last decade. But part of it involved treating soldiers as someone, some Russian observer said long ago, treating its own soldiers like hated prisoners of war. There seems to be a real personnel problem like getting people who know what they're doing and are willing to sign up in large numbers. Russia has been sort of offering early release, kind of emptying out their prisons. It's quite an opportunity there.
