I'm Not Willing to Jump on Completely With This Idea

In general, lots of electoral reforms and little tweaks election ministration seem to not have very big effects. We've read papers about how vote by mail has almost no effect on who turns out. But if there's suddenly some coordinating force, like, for example, the prison tramp was trying to be, then perhaps we are going to see large effects.
