The Pope's job is to be the sort of spiritual shepherd of his flock. By the end of the 11th century a group of people have got control of the papacy, they've got the ideas that they need to spiritually clean up Western Christendom. The idea that there's lots of landless younger sons kicking around looking for adventure is something that is perhaps part of the reason why people went on crusade. But once they'd captured Jerusalem, most people come home.
