The National Security Council and the Office of the National Cyber Director
An executive order that would define the roles and responsibilities of the office and the national cyber director independent of a larger strategy is needed. The Defense Department is about to release its cyber security strategy, but it will be downstream of the national cybersecurity strategy. My job as the cyber national director was to work inside cyberspace in much the same way that a private sector CIO or CISO does. I think it therefore remains the province of the national security council to consider at the most strategic level how do we use those tools?
