The Raiders signed Jimmy Garoppolo because they viewed him as a better player than Derek Carr. Given his past injuries and even dealing with an injury at the time of signing, you would think the Raiders would have a solid backup plan. I know NFL teams don't often have the image of tanking, so maybe this is their quote unquote out if Jimmy can't play.
