For black consciousness activists, black meant anyone who faced oppression. But the apartheid state and even before the segregationist regime attempted to divide. And so this formalizing into these categories has the basis for a cheap labor system. So what winds up happening is that you have a kind of white protectionism where the state guarantees higher wages to white workers.
