"I don't know that we'll ever see anything hard like that, especially in the United States," he says. "But I think what you're far more likely to see is that kind of as those institutions fail and as the competence of the federal bureaucracy just falls apart" The question of whether this is constitutional doesn't even come up for most people, writes David Frum. But maybe that's actually going to work to the favor of people who want to decentralize everyone ignores the constitution? He asks.
