FinTech - What's the Right Partnership Structure for FinTech?

I'm thinking more about if you have an experienced regulator who's seen this a ton. I would consider the DFS and I imagine the regional FDIC folks in New York because they tend to have some of the best people there. It hasn't been around for decades, but you see FinTech skidded in credit building products.
