Is There a Second Grade of Free Will?

All of our behaviour is driven by situations, so there's no free will. But the data don't support it, because we have people behaving differently in the same situation. So then what they'd have to claim is, well, these people are such that when they're in this situation, they help, and the other people aren't. That's just empty. It's empty.
