If i could wave a magic wand, i would invent an organization similar to the one abigail imagines. But for existing companies, and especially public ones, sharehold value is a priority. And you will not be rewarded by the markets if you suddenly prioritize internal equity. So what's the answer? If some kind of change is going to happen, ceo will need to do this collectively.
