Why Do We Blame the Fire Fighters for Putting Out the Fire?

i have a hard time with blaming of scientists and public health officials, et cetera. It's like blaming the fire fighters for putting out the fire quickly enough when it was started by an arson. When there are people who are actively spreading misinformation, those are the people to point to if you're trying to solve problems. But that assumes that you know who those people are.
