How Do You Avoid Gridlock?

There were formulas developed for what the period of reds and greens should be based on the flow of traffic in different directions. And i'm not sure that there was very good a tha. People try to invent a all kinds of schemes for getting traffic to flow properly. A good scheme is avoiding gridlock, as you have streets where you'll have them at 90 degrees so they'll be crossing over each other. The ultimate reason for it is because drivers have a non zero reaction time if they see a car in front of them do not immediately start slowing down.
