When David Milliban was school's minister in the early 2000s he thought the assessment for learning was tracking people's progress with more and more detail. The fact is that that kind of approach to what the government called assessment for learning had minimal impact on student achievement. It created lots of bureaucracy for teachers and fundamentally tarnished the term so people are associating the term assessment for learning with all that nonsense, Tom says.
