The office of pretorian prefect had, over the years, evolved well beyond simply being the captain of the imperial bodyguard. Lucius seganus had been the first to assume administrative and political functions. When diocletian took power, the pretorians were reformed once more, this time reduced to just serving as the local city garrison of rome.
