Is There a General Will?

The discovery of the general will is what Rousseau thinks is necessary for any group to be justly governed. He sees it as the way to bring the individual wills of the group into alignment with its greater self-interest and in a way which is not coercive. But his solution doesn't end up looking like a universalist solution, at least in my book.
