When state legislators sit down to redraw their voting district maps, they're expected to play by some basic rules. The compactness or noncompactness of a district is usually the one that triggers accusations of gerrymandering. Some state legislatures are blatantly honest about what they're trying to accomplish. But do such statements go too far?
