In 1655 England, Oliver Cromwell instituted a 10% income tax on royalists. The government sent out goon squads to collect this thing. But what we want to talk about here today is how taxes alter people's behavior. And in altering people's behavior, I want to make a very clear distinction between that and tax evasion.
