What's the Roman Calendar for December?
For the romans, it's kind of the longest festival they have. The one that's most associated with jollity and giving up a your sobnormal work going on. During that time, you couldn't do any official business. And so ther's an incentive, at least from officialdom, to shorten the saturnalia.
