Reagan ordered the military to execute psychological operations, or PSYOPS. A big Navy fleet would cross the Pacific and approach the Soviet Union from the east. One ship shot off its electronics and approached Soviet waters. Then, six Navy planes took off. They actually flew over Russian islands, zipping through Soviet airspace.
