The Role of Heritage in Development

Do you think sometimes it's an encumbrance in development? I tend not to think of it that way. There are some people who recognize the need for change and know that change will require certain older things to give way. In that sense, quite concerned that we must have continuity with the past. We will never be able to have a meaningful future if we don't maintain our heritage.
