The Importance of Institutions in a Just Society
I think injustice and cruelty first. They're more morally knowable. That we have greater certainty about wrongs that we can see than about utopias that we can imagine. And if imagining utopia leads us to blind ourselves, it's utopianism in the really pernicious sense. We should instead judge our political actions here and now by the way that they cause or mitigate harms and wrongs and cruelties and injustices here and now.
