Is the Welfare State a Social Democracy?

Some people think that the welfare state only exists to really patch up the problems caused by low wages. That's just not really true, unless you mean like literally like zero wages, he says. The second is getting too mixed up with whether an economy or a country or a society as socialist versus what happens to the means of production. And so, I would say, a productive unit should be organized sociallistically in a conventional public school system rather than being owned and controlled by shareholders.
