The last time the treasury bought back anything was April 22 2002, 20 years ago. The bond market I think is going to crack simply because the issuance is just so high and there's not enough marginal borrowers to absorb all that. Governor Waller actually had a very interesting comment: He thinks that liquidity in the treasury market will come back when the yields get high enough,. But you just don't really know where that is.
