The Origins of Birth Planning in the Early PRC

Mao and the Chinese Communist Party espoused a pro-natalist policy which encouraged married couples to have children, lots of children. In 1953, China had its first official census that revealed that the country was experiencing population growth on a scale that nobody could have anticipated. It started to dawn on political leaders that maybe we can't support this type of unmitigated population growth. The idea is that the more people you have, the larger the labor force. When you have more people doing more stuff, many hands make light work. That's the way to go.
