How to Request Files From Federal Agencies

The Freedom of Information Act says you can request files from almost any federal agency. The Privacy Act says that we have privacy expectations and other people cannot get identifying files that mention us. When I do a request, say, of the FBI, or maybe State Department or CIA, it's just easier for me to use a very simple form letter where I'm requesting the file on this person in order to prove that they're dead.
