Is There a First Amendment Concern?
The government can institute time, place and manner restrictions on speech. A ban on TikTok would be what we would refer to as a content neutral restriction on speech. Courts don't look as unfavorably on those restrictions as they do on content based restrictions. Former President Trump tried to ban TikTok and was unsuccessful.
