Agrippa and Bernice - The Two Most Powerful People
In Acts 25, agrippa and bernice visit festus. Festus invites them to hear paul's case as he would appreciate their insight. Bernice is the sister of agrippa, although it was rumoured that she was also in an incestuous relationship with him. Paul here is protected by pagan procedure and festus's unwillingness to hand him over.
