The Terrorists and the Cosmos

The movie is set in the future when machines have reached human level intelligence. There are opposition groups organized, military, assassinated. They assassinate the main architect who built one of these major machines. And so as push really comes to shove, millions of people start becoming worried that their machines are becoming close to their own level of intelligence and start feeling really addsy.
