E, problem is the wrong word. One of the reasons i think we can call it a problem is because markets aren't doing their work. So you could think one possible solution would be to remove that institutional constraint. Let's make negative interest rates as common as positive interest trates. That could be one possible solution. I'm just muc sureo policy wise, how practical that is.
