In Basel, chances are that you will use the language or other languages way more than if you grew up in a small town without internet and so on. With YouTube and all the stuff on the internet, my guess is that way more people are learning languages than 20 years ago. And would you say that most people are successful in learning a second Swiss language? It's a hard question. For me, it's difficult to say how the situation nowadays is. I would say back then, this was definitely not the case because many fellow students struggled a lot.
