How to Enforce a Messaging App Policy

The SEC recently conducted an internal investigation into how employees use instant messaging apps. The company says it has a policy against using them for business-related purposes. But the agency is not allowed to do that at DOJ or SEC, which are both government agencies. "I bet you, by the way, I'm willing to bet money, dollars to donuts, DOJ and SEC don't permit their employees."
