Napoleon's time in paris had a profound effect on him. For the rest of his life he would be wary of the masses, the mob and the common people. He didn't think it was feasible or desirable to simply keep them down with force. Napoleon did believe part of the role of a strong central government was to maintain order. But he also believed a good government really leads its people in a moral sense.
