Is There a Penalty for Not Serving Alcohol?

Japan has been in a lockdown since last week. Restaurants can't serve alcohol and must close at 8pm. But there's also a penalty for those who don't follow the rules. The fine is so low that many restaurants pay it to avoid being locked down.
