Is There a Growth Enhancing Part of the Special Deal System?

In a city in southern china, the vice mayor spent almost all of his time soliciting business. It was clear that it wasn't just him that was doing it, but also everybody in the local party bureaucracy. The first part of the question is how do i get them to pay attention to me? And the second thing is: What am I going to do with my life if they don't give me special deals?
